Ahead of today's PBE deploy for Set 18, here are some systems changes to keep an eye on. Keep in mind we're ~1 month from launch, so these are subject to change. For XP changes, Wisps generally deflate the game's economy. While many new Wisps do generate gold or rerolls, we want players to feel like they can engage with the Set mechanic without taxing the accessibility of higher levels. The other large shift before PBE is Artifact reshaping. Since Set 15 Artifacts (at the time deservedly) have shifted to be more like generic statsticks, losing a lot of their novelty and magic. Artifacts should be a memorable twist on how you play the game, and when they become "more stats", TFT doesn't feel the same. We're re-introducing some older Artifacts, while making some existing artifacts a bit sharper to their original fantasy. We'll be keeping a close eye on these item's power levels on PBE and how often Artifacts appear and will adjust quickly.

Systems

Carousel

Carousels have returned!
Carousels now always have a chance to contain more champions and/or champions with a higher cost than normal.

Level XP

To Level 8: 60XP → 56XP
To Level 9: 68XP → 64XP

Targeting

Units will no longer retarget after returning from Crowd Control

PVE

Missed loot from stage 4-7 or later PVE rounds can now overflow to the next PVE round

Encounters

New Encounters

Completed Item Anvil Start: All players start with a Completed Item Anvil.
Reroll Subscription: Gain rerolls at the start of each stage.
Item Forge: On 3-3, all players can.2 random completed items and 3 Reforgers.

Hellfire's Hatchet

Base HP: 150 → 400
Base AD: Removed
As gained from missing health: 1% → 1.5%

Silvermere Dawn

Now Grants 20% Omnivamp
AD: 140% → 125%
Resists: 80 → 30

Statikk Shiv

Lightning bounces: 4 → 6
Base Damage: 30 → 20
Attack Speed: 50% → 40%

Talisman of Ascension

[NEW] When Ascended gain 8 Mana Regen

Wit's End

Bonus healing: 30% → 25%
